Webster seeks new vendor for students to receive aid and loans ...

After a student applies for financial aid, they receive a letter in the mail regarding their different options for disbursement of Pell grants and student loans. This letter explains three options: a paper check, an Automated Clearing House (ACH) deposit into a preferred bank account or the Webster University credit/debit card. However, the letter isn?t sent from Webster ? it is mailed from Higher One.

Higher One is a third party company employed by Webster as a financial aid and student loan disbursement mechanism. According to Greg Gunderson, vice president and chief financial officer, Higher One was the first company to provide this service for Webster. The university has used the company for at least three years, but is now considering hiring a new vendor.

The contract between Higher One and Webster expires this year, and the finance department will begin their request for proposal (RFP) to search for a new provider.? The RFP is an invitation sent to different vendors for them to begin the bidding process. This process includes sending proposal of services. The RFP ends in 12 months, so companies could begin the bidding process soon. Gunderson said that although Webster is pleased with the services of Higher One, they want a vendor less concerned with ACH and debit/credit card accounts. Instead, Gunderson and the finance department are more interested in a financial institution and not just a disbursement service.

?I like the fact that banks bring a broader perspective,? Gunderson said.

Gunderson said he?s not sure if a new provider will increase the speed at which funds are available to students, but that banks are able to provide all three disbursement options Higher One currently offers.

If the university decides to employ a financial institution to handle financial aid and loan disbursement, students will not be significantly affected. According to Gunderson, the university is interested in doing a full conversion with a new vendor. This means that both current and new students will be converted to new accounts with a new vendor. If this happens, a letter will be sent to current students asking if they would like to continue with their current preference (ACH, check or card).

Once that is done, the new vendor and finance department will take that preference and switch it to the student?s new account. Students with a Webster debit card will be sent a new Visa or Mastercard, depending on which the new vendor provides. The new debit card will look like a student ID card with a photo on one side and an account number on the other. Students will have the option of turning the debit/credit card on or off.

Gunderson said students shouldn?t have any issues with the process of switching to a new vendor.

?Whatever we do, we want for students to ultimately think we have made the better decision, if not the best decision,? Gunderson said.

The finance department is interested in providing students with a customer service experience that Higher One couldn?t offer. Banks are interested in this decision because they want to form a relationship with students in hopes of making them lifetime customers.

The university paid Higher One for completing students? paperwork and sending out checks. Under the original contract, Webster receives a rebate based on students? volume of usage, but Gunderson said the rebate doesn?t come close to the amount the institution pays. Last year the university received under $14,000 from Higher One. No special payments are made to Higher ?? ?One based upon the student?s usage.

After a student has been awarded financial aid, Higher One contacts the student via email then mails them a letter with details of the three refund preferences. Due to the university objective, as well as Higher One, funds are disbursed faster than the federal law requires. Students can have funds available to them within 5-7 business days by paper check or within 2-3 business days if they decide to have an ACH transfer to another bank account.

To have refunds available on the same day Webster releases them, students can register for the Easy Refund, which puts the money on their Webster debit card. Student loans may take longer for the student to receive because they are third party loans from banks, not the federal government. Paper checks take longer to process because they must have signatures from both the university and the student. The funds are then deposited into the school?s bank account and, after they are cleared, deposited in the student?s Higher One account.

Students are not contacted by financial advisors with any information on the disbursement options. Amanda Swearingen, freshman acting major, decided to use the Webster debit card because she didn?t have any other credit or debit cards. Although she hasn?t spoken with a financial advisor, she said she felt the fees were carefully explained in the pamphlet the card was sent with.

Clare Bowen, freshman sociology and women?s studies major, received her card but isn?t sure if it?s active. Bowen said she hasn?t done anything with her refund and hasn?t spoken with any financial advisors about her disbursement process or options.

Although Webster financial advisors may not be active in explaining disbursement options, the new vendor will offer many different outlets and customer services. Most banks are interested in opening a branch on campus or sending representatives to the university so students can speak with a person face-to-face to inquire about their account. Some banks also? have mobile apps available on Android and iPhones for students to access their account information on the go.

A new vendor could also allow students to transfer funds to and from any other account, whereas Higher One only allows this transaction to be made with other Higher One accounts.
Gunderson is unsure when the university will switch to a new vendor. He said if the RFP is sent now, it could possibly take a year.

The estimated time frame includes sufficient time to choose the best vendor and train all representatives.

Land-Ocean connections: Scientists discover how tree trunks, leaves and kukui nuts are indirectly feeding bottom fish in the submarine canyons off Moloka?i, Hawaii

ScienceDaily (Feb. 27, 2012) ? Scientists from the School of Ocean and Earth Science and Technology (SOEST) at the University of Hawaii -- Manoa (UHM) and colleagues recently discovered that land-based plant material and coastal macroalgae indirectly support the increased abundances of bottom fish in submarine canyons, like those off the north shore of Moloka'i. Less than a few miles from the shore, these underwater canyons connect to deep river valleys that cut across the landscape of north Moloka'i. The high elevation and forested landscapes along Moloka'i's north shore provide plant material, including decomposing tree trunks, leaves and tons of kukui nuts, which enter the ocean via river valleys and 'pile up' on submarine canyon floors.

"In areas surrounded by very low productivity waters, this steady supply of organic matter to the canyons supports relatively high abundances of macro-invertebrates that live associated with the seafloor (either on top or in the top layers within the sediments), such as polychaete worms (related to earth worms), tiny crustaceans (amphipods, tanaids and isopods) and mollusks (like tiny clam- and snail-like creatures). Those invertebrates in turn serve as food for many fish species that live and feed near the seafloor," says Fabio De Leo, lead author and PhD candidate at the UHM Department of Oceanography. "Areas surveyed outside the canyons showed very little contribution of plant and macroalgae material, providing support for our hypothesis that this material is really being channeled and accumulates mostly in the steep topography of the submarine canyons (i.e., a 'canyon effect')," completes De Leo.

De Leo, his PhD advisor (Dr. Craig Smith), colleagues from SOEST (Dr. Jeff Drazen), from the Hawaii Pacific University (Dr. Eric Vetter), and from the New Zealand National Institute of Water and Atmospheric Research (Dr. Ashley Rowden) used manned submersibles operated by the Hawaii Undersea Research Laboratory to perform numerous video transects in two submarine canyons off Moloka'i at depths ranging from 350 to 1,050 m (~1,000 to ~3,000 ft). Equipped with high-definition cameras and powerful light strobes the submersibles flew above the seafloor to quantitatively assess the presence of plant and macroalgae material and to count and identify all fish species.

This was among the first studies to quantitatively survey fish assemblages deeper than ~350 m around Hawaii, gathering more than 13 hours of video altogether. Among the most abundant species found were the so-called 'rattail' fishes (family Macrouridae) and the 'eel-like' fishes (synaphobranchids and halosaurs). Giant shark specimens were also observed but only when the submersible was stationary and not during the video transects. Therefore, that species was not included in the quantitative analysis. De Leo narrates how scary it was when he got 'face-to-face' with a 10-foot 'sixgill shark' with only the submersible's porthole separating his from the shark's nose, as the giant approached the submersible and hit the thick glass window with its face. "Wow, it was definitely a nerve-wracking sensation. I even dropped my video camera while trying to make good footage of the beast."

The researchers also report some unexpected results. They found that this 'canyon effect' of enhancing fish abundances is obliterated at intermediate depths (around 650 m) coinciding exactly with the core of an oxygen minimum zone (OMZ) that flows around the Hawaiian archipelago around those depths. An OMZ is a layer of seawater usually at subsurface that has depleted oxygen concentrations due to several biological and chemical processes, including excess respiration by microbes. This may be indicating that the bottom fish species are somewhat sensitive to the low oxygen concentrations in the water. This result corroborates previous studies that found low abundances and diversity of deep-sea scavenger animals at similar depths around Hawaii. "The expansion of OMZs in different parts of the oceans is of great concern among oceanographers, and it is thought to be one of the main effects related to climate/ocean warming." De Leo attended the annual Ocean Sciences Meeting in Salt Lake City last week and reports that the expansion of these low oxygen ocean layers was one of the hot topics discussed at the meeting. "We should definitely keep track of near future and long term effects of expansion of low oxygen zones and how this will affect a variety of marine organisms, including fish."

In hopes of understanding what other factors lead to an increase in the number and diversity of marine animals inside these abrupt topographic features, De Leo and colleagues are analyzing data on the abundance and diversity of macro-invertebrates that live associated with the seafloor in six other submarine canyons around Hawaii. There is an increasing body of evidence that suggests that canyons are a special type of topographic feature in the seafloor no matter in what oceanographic background they are located (i.e., highly productive continental margins or in a low productivity setting, such as an island margin like Hawaii). "With the goal of protecting ecologically important habitat and preserving biodiversity, this information is crucial when performing marine spatial planning and designing networks of Marine Protected Areas," says De Leo.

Twins' Zumaya to miss another year with elbow tear

(AP) ? Minnesota reliever Joel Zumaya has a torn ligament in his right elbow and will miss the entire season, the latest setback for the hard thrower who has been plagued by injuries since 2006.

Zumaya had signed an incentive-laden, one-year deal with the Twins, who hoped he could bolster their bullpen with his 100 mph heat.

"I took a risk. It was a high risk with high reward," Twins general manager Terry Ryan said Sunday after an MRI exam revealed the torn ulnar collateral ligament. "Unfortunately it didn't work. And he feels bad. I feel bad."

Zumaya had not thrown a pitch since June 2010 after breaking his elbow while pitching for Detroit in a game at Target Field.

He worked out for several teams this winter, and the Twins offered him $850,000. The contract is only guaranteed for $400,000.

Zumaya lasted just 13 pitches in his first session of live batting practice Saturday before walking off the mound with pain in his elbow. Ryan spoke with him on Sunday after they received the news, but said it was too early to talk about Zumaya's plans for the future.

The 27-year-old could choose to have Tommy John surgery and start another exhaustive rehab program. Or he could choose to retire.

"He's distraught, as you'd expect," Ryan said. "He's going to come in here in the next day or so and we're going to talk about the immediate future for him."

Zumaya had only been in the clubhouse for a couple of weeks, but he'd already managed to make a strong impression with the team. He pitched against the Twins for the Tigers and manager Ron Gardenhire said he quickly grew to like the heavily tattooed reliever who electrified Detroit's run to the World Series as a rookie in 2006.

"He looks like some monster out there pitching against you," Gardenhire said. "But you get him in your clubhouse and you realize there's special people and he's a special person and it's a really sad day for him and his family and our baseball team, too, because we were all hoping this guy would be able to get back on this thing and make it through. Unfortunately it didn't work out."

NEW YORK (AP) ? American International Group, the insurance company that was bailed out by the government in 2008, reported a $19.8 billion profit in the fourth quarter of last year, nearly all of it due to a tax-related accounting gain.

In the same period a year earlier, the company earned $11.2 billion. Excluding the accounting adjustment, AIG had operating earnings of $1.6 billion, compared to an operating loss of $2.2 billion a year ago.

The company also earned $17.8 billion for 2011, its second straight year of profits. And that, CEO Robert Benmosche said in a statement, was something that AIG's skeptics would have thought "inconceivable" a couple of years ago. The insurance giant teetered near collapse in 2008 before being taken over by the federal government. The government still owns about 76 percent of AIG.

Despite the two years of profitability, AIG's recent financial results have been inconsistent. Over the past two years, only half of its quarterly reporting periods have been profitable.

Benmosche is trying to refocus AIG on property-casualty and life insurance while also pulling back on investments in riskier areas like the ones that got the company in trouble during the financial crisis. Benmosche also wants to free the company from government ownership.

The tax benefit came as the company released what are called deferred tax assets. Those are losses that companies carry on their books to reduce their future tax payments.

Interest expense fell, helped by AIG's paying down debt owed to the Federal Reserve Bank of New York.

AIG's aircraft leasing division swung to profitability again, and income from Asian insurer AIA and MetLife skyrocketed from year-ago levels.

Across the company, claims and claims adjustment expenses fell nearly 38 percent. The Chartis insurance unit swung to a profit despite catastrophe losses related to flooding in Thailand, helped by a rise in consumer insurance premiums. AIG credited "expense discipline" and "risk selection."

An exception was the Mortgage Guaranty insurance unit, which fell to a loss and underscored deeper concerns about how long the U.S. housing market will take to heal and how exposed companies like AIG are to it.

AIG's stock rose more than 3 percent in after-hours trading to $28.92. It's still well below the $40 levels it was at a year ago.

Polarized Display Sheds Light on Octopus and Cuttlefish Vision-and Camouflage

Octopuses are purportedly? colorblind, but they can discern one thing that we can?t: polarized light. This extra visual realm might give them a leg (er, arm) up on some of the competition.

And a team of researchers has created a new way to test just how sensitive cephalopods are to this type of light. Their results were published online Monday in Current Biology.

?We now know that polarization is tuned much more finely than we thought it was,? says Shelby Temple, of the Ecology of Vision Laboratory at the University of Bristol in the U.K., who led the study.

But testing polarized light is tricky, especially since we humans aren?t tuned to see it. As Temple and his co-authors wrote in their paper: ?For animals that can see it, the polarization of light adds another dimension to vision, analogous to adding color to a black and white image.? Polarized light is different from what we see in that it comes from a single angle, and animals that can detect it seem to see it in different resolutions based on changes in its angle. (The closest we can get to using it is putting on a pair of polarized lenses to cut down on glare.)

Polarized light perception in the best-tuned animals was assumed to be limited to differences of about 10 to 20 degrees. But in the group?s new experiments, the mourning cuttlefish (Sepia plangon) responded to just 1.05-degrees change of polarized light orientation.

For the experiments, the team used computer screens that had had the polarizing light filter removed (without these front filters on our liquid crystal displays?LCDs?our monitors would project polarized light images that we wouldn?t be able to see).

These modified displays played digital movie versions of ?looming stimuli? such as an expanding circle, which would suggest a potential predator approaching. But instead of a color or intensity-based image, the one they created was based on changing polarized light orientation only.

Octopus don?t yet seem to be quite as sensitive as cuttlefish to the fine gradients in polarized light, responding only after about 10 degrees shift. But, says Temple, ?it may be the way that we?re testing.? As he points out, cuttlefish?s knee-jerk response to an approaching predator is a quick change of color, which the researchers could use as an indication that they had seen even fine shifts in the polarized light angle.

?Cuttlefish, they wear their emotions on their sleeve, quite literally,? Temple says. ?They?re showing everything that they?re doing as a neural response.? In fact, the cuttlefish responded so well, that he and his colleagues thought they were doing something wrong. They were afraid that in the digital renderings they might have accidentally included a non-polarized light clue, such as brightness or intensity. But they went back and checked and found that it was, indeed, just the slight change in polarized light that was frightening the animals.

With octopus, ?there?s no comparison,? he says. But, he concedes that it is possible that the octopuses might have seen finer resolutions of polarized light shift but just didn?t have the same simple, speedy reaction as the cuttlefish.

And says Temple, ?it could be that some species could do it better than others.?? So far, he has found that the blue ringed octopus looks to me more sensitive than the day octopus. He has plans to test different species of octopus soon.

Researchers are still working to get to the bottom of cephalopod vision, which is turning out to be highly complex. And this new work supports the idea that such sensitivity to polarized light emerged precisely because these animals don?t see color well?if at all.

And if octopuses, cuttlefish and squid?and some of their predators and prey?can see polarized light so keenly, are they also using it, as they use color and luminosity, to actively create camouflage?

Other researchers are working on that very question. And Temple and his colleagues have observed that, at least in some cuttlefish, they can create a polarized light-based pattern on their skin. This play in light might ?be used as part of a covert communication channel, invisible to animals lacking polarized vision,? they wrote.

But the patterns remain tricky for us to pick up on. For that, Temple and his colleagues have developed a way for us to get a peak into the invisible world of polarized light and dark by modifying a digital single-reflex lens (SLR) camera and creating a computer program to feed false-color into varying degrees of polarized light. These mysterious rainbow-colored ecosystem images make it clear that, ?We?re not done with the story yet, for sure,? Temple says.

Romney's earmarks for Olympics get new attention

Mitt Romney oversaw a wide-ranging lobbying campaign to snare tens of millions of dollars in federal earmarks for the Salt Lake City Olympic Games at a time?critics were charging the games had become a prime example of out-of-control ?pork barrel? spending, according to Senate lobbying records.

Romney?s role in overseeing the 2002 Olympics, long seen as a major political asset, is providing new fodder for political adversaries. The Democratic?National Committee released an attack video Friday assailing him for running ?the most expensive games in U.S. history.??

GOP rival Rick Santorum also accused Romney Saturday of "hypocrisy" for raising the issue of earmarks given his record at the Olympics. The Romney campaign responded that Santorum was "shooting himself in the foot" over the issue.?

In recent weeks, Romney has portrayed himself as an uncompromising fiscal conservative and criticized Santorum for being a ?strong defender? of federal earmarks. ?Look, I?m in favor of a ban on earmarks,? Romney said during a recent interview on Sean Hannity?s television show. ?I think spending in Washington is out of control.?


But Senate lobbying records show that the Salt Lake City Olympics Committee under Romney spent $3.5 million employing five lobbying firms in addition to its own in-house lobbying shop. Among their goals: winning federal earmarks that included $60 million for "perimeter" security; $15.8 million for? "international sporting competitions"; $3 million for an extension of a Salt Lake City light rail project; as well as millions more for communications equipment, sewer projects and other programs aimed at supporting the Olympics.

The overall federal cost of the 2002 Olympics has been estimated at about $1.5 billion, although Romney defenders say much of this was put in place before he took over the Olympics Committee in 1999. But Romney later touted his efforts in his book about the Winter Olympics, ?Turnaround,? writing that he directed his chief Washington lobbyist ?to bring in more federal funding than had ever been appropriated for any Olympics, summer or winter.?

And he made his success in doing so a selling point when he ran for governor of Massachusetts in 2002. ?I was successful in organizing the Olympics, got record funds from the federal government," he said then.?

Santorum seized on Romney?s aggressive pursuit of the federal earmarks at a campaign appearance Saturday in Columbus, Ohio.

"He heroically bailed out the Salt Lake City Olympic Games by heroically going to Congress and asking them for tens of millions of dollars to bail out the Salt Lake Games -- in an earmark, in an earmark for the Salt Lake Olympic Games," he said. ?Does the word hypocrisy come to mind??

Andrea Saul, a spokeswoman for the Romney campaign, responded:??Sometimes when you shoot from?the hip, you end up shooting yourself in the foot. Saul also said that??the? majority of federal funds for the Salt Lake Games was for security purposes," and noted they took place "just months after? months after 9/11," when "security was heightened.?? She added:? ?Taxpayer support of the games was only 18 percent, enabled by Mitt Romney's ability to secure new corporate sponsorships to bring the taxpayer tab down."

Romney?s stewardship of the 2002 Winter Olympics is getting fresh scrutiny this weekend amid conflicting claims about his record. Romney flew back to Salt Lake City Friday for a campaign fundraiser -- co-hosted by his former chief Olympics deputy and attracting many leaders of the city?s business community. He?also was?participating Saturday evening?in a gala civic celebration commemorating the 10th anniversary of the Games.

His campaign ? and financial supporters ? see Romney?s Olympics stewardship as a prime?example of his leadership and management skills under fire. And they are hoping to make more of it: A media firm hired by Restore Our Future, the pro-Romney super PAC,?also is in Salt Lake City this weekend to film footage about Romney and the Olympics for use in upcoming television ads.

Then the head of Bain Capital, Romney was recruited in 1999 to become president of the Salt Lake Organizing Committee, or SLOC, which ran the games,?after it was engulfed in a bribery scandal that resulted in the loss of sponsors and a huge projected deficit.

?Mitt described it as stepping into an empty elevator shaft,? said Fraser Bullock, a former Bain Capital colleague who served as Romney?s No. 2 at the Salt Lake Olympics committee. ?We were in deep trouble financially, operationally, morale-wise. It was about as difficult as you can imagine.? (Bullock co-hosted the Romney campaign fundraiser in Salt Lake City and has contributed $100,000 to the Romney Super PAC.)

Romney, Bullock says, engineered an ?extraordinary turnaround? of the Olympics -- restoring confidence, tapping his business connections to bring in new corporate sponsors and slashing costs. In one of his more memorable moves, he put an end to the committee?s habit of catering lavish boardroom lunches, replacing them with Dominos?s pizzas.

??He bought a pizza for $5, cut it into eight slices, charged $1 dollar a slice,? said Bullock. ?So we could make $8 for a pizza that cost $5 and have a profit of $3. That sent a great message throughout the entire organization that we would watch every penny.??

In the end, Romney is credited by supporters like Bullock with turning a projected $479 million deficit into a $100 million profit. But detractors charge?he also used the games for self-promotion, even sanctioning official Olympic pins bearing his image with such captions as "We Love You, Mitt."

In turning around the 2002 games, Romney got a big helping hand from U.S. taxpayers. The federal government poured $1.5 billion into the Salt Lake games ? more than twice the amount spent on any previous U.S. Olympics.

?Republican Sen. John McCain called it a ?fleecing? of the U.S. Treasury.

Santorum accuses Romney of hypocrisy on earmarks

??I do not understand how we Republicans call ourselves conservatives and then treat the taxpayer dollars in this fashion,? McCain said in his 2000 speech. ?This has to stop.?

Bullock, Romney?s chief deputy at the Olympics, disputed suggestions that there was any ?federal bailout? of the Olympics and noted that most of the funding that?critics objected to was planned ?years before Mitt got there.? Former GOP Sen. Robert Bennett of Utah served on the Senate Appropriations Committee and is credited with inserting many of the Olympics earmarks.

But, as president of the Salt Lakes Organizing Committee, Romney fully embraced ? and aggressively defended ? the earmarks. In an Aug. 18, 2000, letter to the GAO, Romney called the Olympics ?a massive undertaking? and added: ?Recognizing that our government spends billions of dollars to maintain wartime capability, it is entirely appropriate to invest several hundred million dollars to promote peace.?

Thailand: Iranians planned terror attack on Israelis

Thailand's police chief said the Iranians who were arrested after accidentally setting off explosives at their rented home in Bangkok were plotting to attack Israeli diplomats, bolstering claims by Israel that the group was part of an Iranian-backed network of terror.

He also confirmed that the type of explosive ? a homemade "sticky" bomb ? found at the blast site Tuesday matched the devices planted on Israeli diplomatic cars in India and Georgia a day earlier.

"The type of improvised explosives they used were the same. The type that was attached to vehicles," Prewpan said, confirming that an investigation into a magnetic strip found in Bangkok was the same type used in New Delhi.

The comments were the first confirmation by Thailand that the explosions this week were part of a terror plot to be carried out in the country. It raises concerns that even Thailand ? a sunny tourist destination long perceived to be off the global terror map ? is equally vulnerable to attacks.

A red flag was raised last month, with the arrest of a Lebanese-Swedish man with alleged links to Hezbollah who led police to a warehouse near Bangkok packed with more than 8,800 pounds (4,000 kilograms) of urea fertilizer and other materials that could be used to make bombs.

Israel and the United States at the time warned their citizens to be alert in Bangkok.

The U.S. Embassy said that foreign terrorists may have been looking to attack tourist areas in Bangkok and Thai media reported the attacks were aimed at Israeli targets, including the Israeli Embassy. Thai authorities insisted that Thailand was a staging ground for attacks but not the target.

Thai officials say it is not clear if the two incidents are connected.

Authorities in Thailand are still trying to determine if the Iranian men were part of a larger terror group. Two of the men were detained in Bangkok on Tuesday after fleeing the destroyed house, while a third was arrested Wednesday in neighboring Malaysia after boarding a flight from Bangkok to Kuala Lumpur overnight.

Israel accuses Iran of waging a campaign of state terror and has threatened military strikes on Iranian nuclear facilities, while Iran has denied responsibility for all three plots this week.

On Monday in New Delhi, an explosion tore through an Israeli diplomatic vehicle, wounding the driver and a diplomat's wife. On the same day in the former Soviet republic of Georgia, authorities say attackers planted an explosive device on the car of a driver for the Israeli Embassy, but it was discovered and defused before going off.

Israeli Prime Minister Benjamin Netanyahu denounced the violence.

"If this aggression isn't halted, ultimately it will spread to many other countries," Netanyahu said in Israel's parliament Wednesday. He convened his Security Cabinet to discuss terrorism against Israel and "Iran's involvement in repeated attempts to attack Israeli targets," his office said.

Israeli Ambassador to Thailand Itzhak Shoham told The Associated Press in an interview Tuesday that the similarity of the bombs found in Bangkok and New Delhi has led Israel to believe the groups are linked.

"We can assume that there is the same network of terror," he said.

Iran's Foreign Ministry spokesman Ramin Mehmanparast called the allegations baseless and said Israel was trying to damage his country's relations with Thailand and fuel conspiracy theories. Iran has blamed the Jewish state for the recent killings of Iranian atomic scientists.

Thai police have named the Iranians in custody here as Saeid Moradi, who lost at least one leg in a self-inflicted grenade blast as he tried to flee police, and Mohammad Kharzei, who was detained Tuesday as he tried to board a flight to Malaysia.

Each man faces four criminal charges: possession of explosives, attempted murder, attempted murder of a policeman and causing explosions that damaged property.

Thai officials identified the third suspect as Masoud Sedaghatzadeh, and officials in Malaysia said he was arrested there Wednesday.

Malaysia federal police spokesman Ramli Yoosuf said Sadaghatzadeh was being investigated for terrorism-related activities linked to the Bangkok blasts, but could not say whether he would be extradited to Thailand.

At least five bombs were identified in Bangkok. The first blew off the roof of the men's house, and Moradi detonated two others. He hurled one at a taxi when its driver refused to give him a ride, and threw the other at police to fend them off. The taxi driver and three other Thais were wounded in the taxi blast.

When police searched the men's house in the busy Sukhumvit Road area, a bomb squad found and defused two explosives, each made of three or four pounds of C-4 explosives inside a pair of radios.

The type of explosives suggested they would have been used to target individuals rather than large crowds or buildings, said National Security Council chief Wichean Potephosree.
