Trick-or-treaters marched up the White House driveway on a wet, snowy Saturday, past the spider web-like gauze, the pumpkins and the costumed actors to the mansion's north portico where President Barack Obama and first lady Michelle Obama handed out treats, an annual tradition.

"What's this? Look at this guy," the president said at the sight of one costumed child. "A headless man. Terrifying!"

And yes, the sweets included signature boxes of White House M&Ms, signaling a temporary respite from the first lady's healthy eating campaign. Dried fruit and White House baked cookies rounded out the handouts.

Earlier this week, in an appearance on the "Tonight Show," Obama joked to host Jay Leno that he had warned his wife that if she wanted to avoid Halloween mischief she might want to dole out more than just fruit and raisins.

"I told her the White House is going to get egged if this keeps up," he said, suggesting that she might want to add "a couple of Reese's Pieces or something."

In the spirit of compromise, a trait the president often says is all too rare in Washington, the M&Ms made it into the goody bags. Not exactly Reese's Pieces, but close enough. (Truth be told, the M&Ms were included in the treats last year, too). The sweet dough butter cookies were baked by White House Pastry Chef Bill Yosses.

The orange lights bathed the north portico as the president in black fleece jacket and slacks and the first lady in an overcoat greeted the parade of children. The Obamas were joined by the first lady's mother, Marian Robinson.

All three wished their guests happy Halloween and marveled at their costumes.

Commenting on the dank weather and nearly freezing temperatures, Obama said to nearby reporters: "I know it's cold here, you guys doing alright? It's not ideal out here."

Michelle Obama hugged several of the children and even wrapped one shivering child with her overcoat, declaring, "Oh, she's freezing!"

Actors from Washington-area theatres dressed as ghosts, Winnie the Pooh, a Star Wars stormtrooper, Charlie Chaplin and more greeted the children along the north lawn driveway.

Children from 17 elementary schools from Washington and nearby Virginia and Maryland school districts were invited. Children from the Boys and Girls Club of America and children from military families also participated. Later, the children of military families were invited to a Halloween party at the White House.

Michigan Republicans Push Bill to Allow More "Cyber" Charter Schools (ContributorNetwork)

Michigan Republicans narrowly passed a bill on Thursday that would raise the cap on what are commonly referred to as "cyber" charter schools. The bill was one of six measures the Senate passed that Republicans say would give more parents more choices in their children's education.

The move to lift the cap on cyber charter schools follows very closely behind another recent measure passed by state Republicans that would lift the cap on brick-and-mortar charter schools as well. The Republicans' push toward regular and cyber charter schooling has been very controversial, as oversight and accountability in charter schools is still virtually nil in the state.

Why are state Republicans pushing charter schools so strenuously?

In general, state Republicans claim the push toward lifting the cap on the establishment of charter schools is about giving parents more choices. Additionally, some have pointed out the advantage of cyber schools to home-schooling parents and school dropouts. They are pushing not only to lift the cap on the number of them allowed in the state but also to allow them the same per-student funding as a typical public school, which is to be paid through the state's public school funds.

Some have pointed out the timing of this push seems odd. Charter schools tend to be run through businesses, as opposed to traditional public schools. Critics have alleged there might an element of this push for more charter schools that is politically or personally advantageous, or both.

Why is a potential increase so controversial?

Partially for the reasons listed above, but also because of the lack of state oversight and accountability that charter schools enjoy in Michigan. Additionally, it has been shown in several studies that sought to measure the performance of charter schools vs. traditional public schools that charter schools, as a general rule, do not perform at the same level as their traditional counterparts. Charter schools have also widely been accused of turning away special needs students and of being racially segregated.

Add to that the question of money. Cyber schools are being heavily investigated around the nation. In Ohio, a study revealed the state's 23 "E-schools" are far more expensive than traditional public schools and provide, according to the study, "dismal" results.

How widespread is the opposition to lifting the cap on charter schools?

An EPIC-MRA poll conducted in late September showed the opposition to charter schools is definitely there. Some 52 percent of Michigan voters voiced opposition to the idea of lifting the cap.

The vote in the state Legislature has been relatively close. The bill on cyber schools passed the Senate on Thursday 20-18. Six Republicans voted against the measure along with all of the Senate Democrats.

The measures now go to the state House. It is uncertain as to whether Gov. Rick Snyder will sign the bills. These measures go further in their educational reforms than anything he has previously proposed.

Stronger earnings, business spending lift stocks (AP)

NEW YORK ? Stocks rose Wednesday after Boeing, Corning and other U.S. companies reported stronger earnings and Germany approved an increase to Europe's financial rescue fund.

Leaders from across Europe will meet later in the day to discuss how to contain the region's debt crisis, which has festered for two years. One consideration is increasing the power of a financial rescue fund, which Germany's parliament approved shortly before U.S. stock markets opened.

The Dow Jones industrial average rose 97 points, or 0.8 percent, to 11,804 in the first hour of trading. Boeing Co. led the way. It rose 5.2 percent after it reported a bigger profit for its latest quarter than analysts expected. It also raised its forecast for 2011 earnings.

The S&P 500 index rose 4 points, or 0.3 percent, to 1,233.

The Nasdaq composite edged down 3, or 0.1 percent, to 2,636. Amazon.com Inc. slumped 10 percent after reporting a 73 percent drop in income. The retailer cited higher costs for expansion.

Businesses ordered more heavy machinery and other long-lasting manufactured goods last month, after excluding aircraft orders, which can be volatile. That indicates businesses are still spending on equipment despite worries about a weak economy and Europe's debt problems.

Also, sales of new homes rose in September after falling for three straight months. Lower home prices enticed buyers.

Corning Inc. jumped 5.4 after reporting a 3 percent increase in income last quarter on stronger sales of glass for flat-panel televisions. Its earnings and revenue beat analysts' expectations.

First Solar Inc. rose 12.4 percent, the most in the S&P 500. It reported results a week earlier than expected, and revenue and earnings both improved. That helped the stock recover some of its losses from Tuesday, when it fell 24 percent after the surprise departure of the company's chief executive.

Stocks fell Tuesday for the first time in four days following disappointing reports on consumer confidence and a weak round of corporate earnings. Shoppers are feeling at their least confident since March 2009, and manufacturing giant 3M cut its earnings expectations for the year.

REUTERS ? Countries and megacities in Africa and Asia are among the most vulnerable to the impacts of climate change over the coming years, a global survey shows, underscoring the risks from floods, rising sea levels, droughts and storms.

With populations in many developing nations growing quickly, particularly in megacities with 10 million or more people, already creaking infrastruture could be overwhelmed by an increase in deadly disasters.

Following are some of the main findings of the survey by risk analysis and mapping firm Maplecroft. The study can help governments and investors adapt to climate change.

HOW THE SURVEY WORKS

Maplecroft analysed risks to 193 countries and territories on a national and sub-national basis, meaning some countries might only score a low or medium risk overall but some regions might be a high risk from storms and flooding, such as Miami in the United States.

Indexes rank according to the level of exposure (such as number and type of threats), the capacity of a country or city to adapt, the degree to which an area is already sensitive to disasters (quality of infrastructure, population growth, health and wealth and conflict) and overall vulnerability.

The survey maps the world in 25-sq-km segments according to risk.

COUNTRY RANKING

Haiti tops the global list of countries and territories most at risk, while Iceland is the least at risk.

Overall, of the countries at the highest, or most extreme risk, most are in Africa and Asia.

Bangladesh, with more than 140 million people and large areas of low-lying land, is ranked number 2, followed by Zimbabwe, Sierra Leone, Madagascar, Cambodia, Mozambique, Democratic Republic of Congo, Malawi, Philippines, Ethiopia, Guinea-Bissau, Nepal, Swaziland, Uganda, Lesotho, Gambia, South Sudan, Guatemala and Myanmar.

India is 28, Thailand is 37, China 98 and the United States 160.

CITY RANKING

The survey looks at the risks facing the 20 fastest growing cities by 2020, many of which are also in countries ranked in the extreme risk category.

Those facing extreme risk are Dhaka, Chittagong, Addis Ababa, Manila, Kolkata and Jakarta.

High risk are Chennai, Mumbai, Kinshasa, Karachi, Lagos, Luanda, Kabul, Lahore, Delhi and Guangzhou, while Khartoum, Shanghai, Beijing and Cairo are medium risk.

Genes Could Highlight Plavix Users at Clot Risk After Stent (HealthDay)

TUESDAY, Oct. 25 (HealthDay News) -- Scientists have identified mutations in three genes that make certain patients more likely to have a potentially fatal blood clot after undergoing heart stent placement.

The genes are involved in metabolism of the drug Plavix (clopidogrel), a widely used blood thinner, and in platelet formation, according to a study published in the Oct. 26 issue of the Journal of the American Medical Association.

"This goes back to the idea of tailored medicine but [gene testing] is not feasible to do on everybody," said Dr. John Gassler, associate professor of medicine at the University of Rochester Medical Center, who was not involved with the research. "This study is very strongly thought-provoking but I don't think it can alter practice until it's been evaluated [further]."

The authors of the study also reported that a higher initial dose of Plavix reduced the risk of stent thrombosis (blood clot formation), while using proton pump inhibitors -- common drugs to treat gastroesophageal reflux disease (GERD) and stomach ulcers -- upped the risk.

People who get stents to prop open blocked arteries routinely receive two different blood thinners to reduce the risk of stent thrombosis. This has cut the rate of stent thrombosis tremendously, but up to 4 percent of patients still end up with this devastating complication, according to background information in the study.

The study authors analyzed 23 gene variants in 15 genes in 123 patients who had undergone percutaneous coronary intervention in France and who had experienced stent thrombosis.

These patients were compared to 246 similar patients who had not had stent thrombosis.

Three genotypes and two clinical factors -- Plavix loading (initial) dose and use of proton pump inhibitors -- all affected the risk of stent thrombosis.

When the investigators combined the clinical and risk factors, they found that those in the highest risk category had a sevenfold increased risk of stent thrombosis versus patients with the lowest risk profile.

"When we combine everything we have a very good predictive value, which is around 80 percent," said study co-first author, Dr. Jean-Sebastien Hulot, director of Pharmacogenomics & Personalized Therapeutics of the Cardiovascular Research Center at Mount Sinai School of Medicine in New York City.

But while the clinical variables are easy enough to assess, genetic information is not so easy to come by, at least not yet. Right now, results of genetic tests take about a week to come back.

"It would make sense to have the results in a couple of hours and some companies are developing this kind of testing," Hulot said. "In the near future we can have the results in hours. The markers aren't valuable right now but they will be in the near future."

It is known that a high proportion of dense breast tissue, as seen with a mammogram, is associated with a high risk of breast cancer. But the role of non-dense fat tissue in the breast is less clear. New research published in BioMed Central's open access journal Breast Cancer Research separates the breast cancer risks associated with dense, fibroglandular tissue, and fat, and shows that large areas of either are independently associated with an increased risk.

The mammograms of postmenopausal women with breast cancer were compared to controls without cancer. The study used sophisticated computer software to read the films to reduce reader error (or intuition). The software simply compared dense versus non-dense tissue and was not looking for specific irregularities.

Not surprisingly older women and women with a higher BMI have a higher percentage of non-dense tissue. The women with breast cancer tended to have a larger area of dense tissue and a larger area of non-dense tissue so that the biggest risk was for women with the largest areas of both. However this is not necessarily reflected in breast size because the risk associated with fat, though significant, is lower than the risk associated with fibroglandular tissue. Consequently women with a smaller amount of dense tissue have a lower risk than those with more dense tissue for the same breast size.

Dr Carla van Gils, from the University Medical Centre Utrecht, who lead the research explained, "Fat tissue is known to produce the hormones such as oestrogen which are known to promote the growth of ER positive cancer. However it seems that it is the local fat tissue which is important to breast cancer risk at not just general body fat (as measured using BMI). Consequently it may be important to consider both types of tissue when assessing breast cancer risk."

Mammograms don't save as many lives as women think (Reuters)

CHICAGO (Reuters) ? Many women who have survived breast cancer often say it was a mammogram that "saved their life," a powerful testimonial that can encourage other women to get regular breast cancer screening tests.

But what are the chances that the test actually saved a woman's life? Not that great, according to a new analysis published in the Archives of Internal Medicine on Monday.

"The numbers suggest that at most, 13 percent of those diagnosed with breast cancer have been helped. That means the other 87 percent have not been helped," Dr. Gilbert Welch of Dartmouth College, who led the study, said in a telephone interview.

"That is important when we keep hearing these stories from breast cancer survivors," he said.

Welch said women who tell their stories about surviving breast cancer can be a powerful inducement for other women to get tested for breast cancer, and as mammogram technology has improved, the chances are even greater that doctors will find something suspicious.

But early detection for some women may not be much of a benefit, especially if a cancer is slow growing, Welch and colleagues say. And many women may be diagnosed and treated for a cancer growing so slowly it might never have caused any symptoms or threatened their lives.

The findings add new fodder to the simmering debate over the benefits of screening healthy people for cancer. Earlier this month, the government-backed U.S. Preventive Services Task Force recommended that healthy men not get a common blood test for prostate cancer, causing an uproar among cancer specialists who fear more men will die from prostate cancer.

And in 2009, the same group recommended that women under 40 not get a mammogram and that women 50 and older get the test only every other year, rather than yearly, causing an outcry from breast cancer advocacy groups.

But screening tests have both benefits and risks, says Welch, who views the current debate as positive for patients who are starting to think more about the risks of screening.

An earlier study by Welch found that routine screening for prostate cancer has resulted in as many as 1 million American men being diagnosed with tumors who might otherwise have suffered no ill effects from them.

In the latest study, Welch and colleagues looked to see how much mammography reduces deaths from breast cancer.

They found that for 50-year-old women whose breast cancers were diagnosed by a mammogram, there was a 13 percent chance that the screening test saved her life.

The question, then, becomes how to preserve the benefit of mammogram without exposing so many women to the harms of overdiagnosis -- which include being treated for cancers that might not cause harm, Welch said.

He said breast cancer screening technology has become better and better at spotting tiny cancers on the assumption that the earlier a cancer is detected, the better the chances of cancer survival.

But Welch said as treatments for breast cancer get better, the need for very early diagnosis is less great.

"For years we've been looking harder and harder for cancer. I think the time has come to ask the question, 'What if we looked a little less hard?'"

Dr. Timothy Wilt of the Minneapolis Veterans Administration in Minneapolis, who wrote a commentary on the findings in the same journal, said the study gives doctors science-based information to share with patients, who are often influenced by anecdotes.

"Because survivor stories are often so powerful, but inaccurate, they can result in people making healthcare decisions that are not science based and may be wrong," he said.

Prosecution rests case against Jackson physician (AP)

LOS ANGELES ? Prosecutors have concluded their case against the doctor charged with Michael Jackson's death after questioning 33 witnesses.

Prosecutor David Walgren said Monday that he had no further witnesses to call at this point against Dr. Conrad Murray.

Defense attorneys were expected to begin their case later in the day and call 15 witnesses over the next few days.

The final prosecution witness was Dr. Steven Shafer, an expert on the anesthetic propofol that authorities say killed Jackson.

Murray, who has pleaded not guilty to involuntary manslaughter, has acknowledged giving Jackson propofol as a sleep aid in the singer's bedroom.

Shafer told jurors that Murray committed 17 violations of the standard of care that each could have led to Jackson's injury or death.

An expert on the powerful anesthetic blamed for Michael Jackson's death told jurors Monday that it's difficult to know the precise effects of the drug on the singer because he had been given so much of it in the months before he died.

Dr. Steven Shafer made the statement while being cross-examined by lead defense attorney Ed Chernoff, who noted the risk that Jackson would stop breathing should have been low after the first few minutes the drug was administered on the day he died.

Chernoff based that conclusion on models and research done by Shafer.

"In Mr. Jackson's case, it's harder to have that certainty," Shafer replied. "There's very little, almost no precedent for this level of propofol exposure."

Shafer, a Columbia University researcher and professor, said Jackson had been receiving propofol almost every night for more than two months, according to a police statement by Dr. Conrad Murray. The Houston-based cardiologist has pleaded not guilty to involuntary manslaughter.

Shafer previously testified that he thinks a propofol overdose killed Jackson. But he said Murray kept no records about how much of the drug he gave the singer.

Shafer has said the only possible explanation for Jackson's death based on the evidence was that Murray put the singer on an IV drip of propofol then left the room after the singer appeared to be asleep.

Shafer is the final prosecution witness, and defense attorneys are expected to begin presenting their case later in the day. Murray's attorneys will likely ask a judge to dismiss the case after the prosecution rests.

The defense will have its chance to counter four weeks of damaging testimony from 33 prosecution witnesses who have cast Murray as an inept, distracted and opportunistic doctor who repeatedly broke legal, ethical and professional guidelines.

The defense case is expected to include 15 witnesses. Murray's attorneys have not publicly revealed whether they will call him to testify.

Jurors have heard from the doctor through a more than two-hour interview with police, and it seems unlikely his attorneys would subject their client to what would be blistering questioning from prosecutors.

Shafer has not retreated from his position that Murray is solely responsible for Jackson's death and that the cardiologist committed 17 egregious violations of medical practices that each could have either led to Jackson's serious injury or death.

Defense attorneys expect their case will last through at least Thursday.

Out of sight of the jury, the defense's theory has shifted in recent months from arguing that Jackson swallowed propofol and gave himself the fatal dose and more recently that the singer had swallowed several pills of the sedative lorazepam, which led to his death.

They may also argue that Jackson somehow gave himself a shot of propofol after Murray left the room, killing him quickly.

Will my phone get Ice Cream Sandwich? Our predictions:

The wait is over -- Google has officially announced Android 4.0 Ice Cream Sandwich, and showed us a whole lot to like.  Of course, the Samsung Galaxy Nexus is coming soon, and and many others will follow shortly thereafter with the latest and greatest that Android has to offer. But right now the big question is "When will my phone get the Ice Cream Sandwich update?"

With two-year contracts and $500-and-up off-contract prices, most of us will want to hold on to the phone we bought this year and milk it for every penny we can.  That's the wise (and frugal) thing to do, and we're right there with ya when it comes to saving a few dollars.

So which phones do we believe will see an ICS udpate? Hit the break for our predictions.
